International Living has released its Annual Global Retirement Index, ranking the best places to move to in 2025.


With savings and the freedom to relocate, retiring abroad can become an exciting reality. The index looks at seven key factors to decide which countries offer the best experience for retirees.


These factors include housing, visas and benefits, cost of living, healthcare, development and governance, climate, and how easy it is to settle into the local community.

Taking the top spot is Panama in Central America, thanks to its Pensionado Visa. Retirees who can prove they have a lifetime pension of at least £1,000 a month get access to fantastic benefits.


These benefits include discounts on medical care, utility bills, transport, and entertainment. Panama is a Caribbean paradise filled with ancient ruins, historic forts, and crystal-clear seas.


Portugal comes in second place, known for its mild weather all year round, rich culture, and breathtaking coastline. Popular cities for expats include Porto and Lisbon.

Costa Rica takes third place, offering a welcoming “pura vida” lifestyle and friendly locals. While the atmosphere is relaxed, there’s plenty to do, from scenic hikes to yoga retreats.


Mexico ranks fourth, with a well-established expat community. It’s a country full of history and traditions, where people value human connection and a vibrant way of life.


Fifth on the list is France, one of the most appealing places for retirees in 2025.
